Nowe i przełomowe technologie w bezpieczeństwie i obronności : priorytety wyborów
Dynamiczne zmiany w środowisku bezpieczeństwa międzynarodowego, w tym toczące się konflikty zbrojne (Ukraina, Bliski Wschód) wskazują na rosnące znaczenie techniki wojskowej i technologii obronnych. Dotychczasowa, wyraźna przewaga technologiczna NATO maleje. Agresywna polityka Rosji oraz rosnąca potęga i aktywność militarna Chin, w połączeniu z dużym zbliżeniem stanowisk obu tych krajów, wskazują na nowe i poważne zagrożenie. Utrzymanie gotowości do przeciwstawienia się temu zagrożeniu wymaga rozwoju nowych i przełomowych technologii, które zapewniałyby przewagę w potencjalnym konflikcie. Problem ten ujawnił się z dużą siłą w ostatnim dziesięcioleciu. Bardzo duża liczba zidentyfikowanych innowacyjnych technologii i ich potencjalnych zastosowań w sferze bezpieczeństw oraz ograniczone zasoby pozwalające na jednoczesny rozwój wszystkich zmuszają do dokonywania wyborów i ustalania priorytetów. W artykule przedstawiono różne podejścia organizacji międzynarodowych (NATO, UE) i Polski do kwestii ukierunkowania badań naukowych w obszarze nowych i przełomowych technologii, mających największy potencjał i możliwości zastosowania w technice wojskowej. Zaprezentowane zostały również narzędzia realizacji przyjętych polityk oraz dotychczasowe wyniki tych działań.
The current dynamics of changes in the international security environment and the related active armed conflicts (Ukraine, the Middle East) highlight the growing importance of military and defence technologies. The predominance in the military technologies field that NATO previously had, has decreased noticeably. Russia's aggressive policy and growing strength and military activity of China, combined with the great convergence of the two countries' attitudes, create a new, serious threat. Being prepared to counter this threat requires the development of crucial, emerging and disruptive technologies that would provide an advantage in a potential conflict. The challenge has emerged with great intensity in the last decade. In connection with the identification of a wide spectrum of innovative technologies and the assessment of their potential applications in the area of defence and security, it is necessary to make selections and set priorities due to limited resources that do not allow for their simultaneous development. The article presents different approaches of international organizations (NATO, EU) and Poland to the issue of directing scientific research and development works in the area of crucial, emerging and disruptive technologies that have the greatest potential and possibilities of application in military technology. The tools for implementing the adopted policies and the results of these activities to date have been also presented.
