Zakres i rola polityki mobilności w miastach

W artykule przedstawiono syntetyczną diagnozę miast w Polsce, jako punkt wyjścia wdrażania polityki mobilności, cele strategiczne i szczegółowe polityki w miastach oraz zakładane efekty. Omówiono elementy polityki mobilności związane z zagospodarowaniem przestrzennym miast, wpływaniem na popyt na odbywanie podróży, parkowaniem, organizacją dostaw towarów, rolą poszczególnych środków transportu (rola samochodu, transportu zbiorowego oraz ruchu pieszego i rowerowego), ze stosowania środków fiskalnych, edukacją i promocją działań. W podsumowaniu artykułu wskazano zasady oceny stopnia realizacji polityki mobilności w sposób jakościowy i ilościowy (z propozycją wybranych mierników realizacji polityki mobilności) oraz rekomendacje dotyczące działań niezbędnych do zapewnienia powodzenia realizacji polityki mobilności, w tym niezbędnej zmiany podejścia uczestników procesu planowania i projektowania systemu transportowego oraz odwagi władz samorządowych w podejmowaniu niepopularnych decyzji.

The article gives a synthetic diagnosis of cities in Poland, as a starting point of the implementation of the mobility policy, strategic objectives and the detailed policy in cities and probable effects. Discusses the elements of the mobility policy related to spatial development of cities, influencing the demand for travels, the role of means of transport (the role of the car, public transport and walking and cycling), parking policy, use of fiscal measures, education and promotion activities. In conclusion, the article outlined the principles for assessment of the degree of implementation of the mobility policy in a qualitative and quantitative (proposed measures of implementation of the mobility policy) nd recommendations for actions needed to ensure the success of the implementation of the mobility policy, including the necessary changes in the participants approach the planning process and design of the transport system and the courage of local authorities in making unpopular decisions.
