Znaczenie bezpieczeństwa z punktu widzenia kategorii interesów narodowych
W opinii autora bezpieczeństwo człowieka (w ujęciu jednostkowym czy grupowym, a więc także narodowym) pozostaje ściśle związane z bezpieczeństwem państwa. Zatem identyfikacja interesów narodowych, zrozumienie ich uwarunkowań i istoty, a także złożonych kontekstów ich urzeczywistniania pozostaje jednym z podstawowych zadań zarówno w budowaniu ogólnej teorii bezpieczeństwa, jak również w dookreślaniu we właściwy sposób polityki bezpieczeństwa państwa. Artykuł prezentuje istotę interesów narodowych, znaczenie bezpieczeństwa i jego związki z interesami w realiach politycznych współczesnego świata, typologię interesów i złożoność urzeczywistniania interesów narodowych w zakresie bezpieczeństwa. Kwestią zasadniczą w obrębie tych rozważań jest usytuowanie bezpieczeństwa pośród różnie artykułowanych interesów narodowych. Autor argumentuje, że znaczenie bezpieczeństwa z punktu widzenia interesów narodowych odzwierciedla jego egzystencjalną naturę, obrazuje trudności urzeczywistniania w relacjach międzynarodowych, a zarazem podkreśla polityczny charakter. Jego analizy poprzez kategorię interesów oddają właściwą bezpieczeństwu złożoność, na którą w zasadniczy sposób składają się oddziaływania interesów różnych podmiotów bezpieczeństwa na różnych jego płaszczyznach przedmiotowych. Ten punkt widzenia w pełni potwierdza współzależność bezpieczeństwa rozumianego w sposób personalny i strukturalny.
In the opinion of the author a human being security (in terms of individual or group, and thus the nation) is closely related to state security. Thus, identification of national interests, understand their conditions and being, as well as the complex contexts of their realization remains one of the fundamental tasks in building both the general theory of security, as well as in the right way in determining the security policy of the state. This article presents the essence of national interests, the importance of security and its link with the interests of the political realities of the modern world, typologies of interest and the complexity of realization of national interests in security. Essential within these considerations is the location of security among the variously articulated national interests. The author argues that the meaning of security from the perspective of national interests reflects its existential nature, illustrates the difficulties in the realization of international relations, and also highlights the political nature. His analysis, by category of interest, reflects the complexity of the security right, which substantially consists of the impact of interests of different security entities on various levels in security questions. This point of view fully confirms the interdependence of security, which is understood as personal and structural.
