Koncepcja nowoczesnego systemu zarządzania kryzysowego
The article describes a conception, worked out in the United States, of so called comprehensive emergency management, i.e. management which embraces emergency situations caused by any possible threats (war including) and all four phases of crisis management: prevention, preparation, reaction and restructuring. The emergency management system is realised by all levels of management (authorities) and engages public and private sector institutions and also citizens. This conception has become very popular in recent years - more and more countries reconstruct their civil defence according to his theory. The article also presents the work of, so called emergency programmes manager, i.e. a person whose task is to co-ordinate the actions of all elements of emergency management system within a given population in order to conduct prevention, preparation, reaction and restructuring programmes. His/her activities in the prevention and preparation stages have been discussed.
