Stwarza więc także szanse dla rozwoju ich kultury bezpieczeństwa, czyli sytuacji, w której wartości, normy, wiedza, umiejętności oraz mechanizmy działania i współdziałania pozwalają przetrwać sytuacje trudne oraz rozwijać się poprzez właściwe wykorzystanie szans i wyzwań. Niniejszy artykuł w sensie ogólnym traktuje o tym, że kultura bezpieczeństwa szeroko pojmowanego determinowana jest przez charakter relacji międzyludzkich.

Cooperation and trust are two of the most important factors describing the social capital, the level of which shapes and conditions the relationship between the subjects of security - in both personal as well as structural dimensions. Thus, it creates opportunities for the development of security culture that is the situation in which values, norms, knowledge, skills and mechanisms of action and interaction enable to survive in difficult situations and to develop through the appropriate exploitation of opportunities and challenges. Generally speaking, the above paper deals with the issue of how the widely understood security culture is determined by the nature of interpersonal relationships.
