W artykule zaprezentowano założenia i koncepcję organizacyjno techniczną systemu łączności wspomagającego przepływ i wymianę informacji w procesie ratownictwa i zarządzania kryzysowego na poziomie lokalnym.
An organizational and technical concept for creating a communication system supporting the information flow and exchange within the rescue and crisis management process at the local level has been presented in this paper. It has been assumed that a Communication Network of a Regional Rescue and Crisis Management Centre will be a basic element of the rescue and crisis management communication system at the local level. The system will consist of two communication sub networks, namely: a communication network based on conducted and fibre optic cables as well as of a radio communication network. At the same time two organizational and technical solutions for the radio communication network have been proposed. The first assumes that the TETRA radio communication system standard (or other more modern trunking communication standard) will be used to build this network, and the second solution assumes that the so called „conventional communications” using the frequency band of 146 − 174 MHz (i.e. 160 MHz band) with the channel spacing of 12.5 kHz will be the base for this network.
