The risks arise with the development of multimedia networks, mobile or satellite television, and refer to activities related to the brand new ways to use the media. The IT resources are increasingly linked to national security issue. Transmission of information, particularly data on the strategic areas of operation of the state, is a clear threat to national security. Each community, and thus, every modern public administration, must meet the challenge of ensuring the sovereignty and security through effective risk prevention. Traditional means of countering threats to national security are the legal obligations imposed by law and regulations. However, technological change makes it necessary to seek new security instruments. The rationale for the use of such instruments will be to protect national security.
