Diagnoza sytuacji osób niepełnosprawnych w województwie lubuskim po reformach administracji i ochrony zdrowia

Z dniem 1 stycznia 1999 r. weszły w życie cztery reformy: administracji publicznej, systemu edukacji, ubezpieczeń społecznych i ochrony zdrowia. Celem pracy jest przedstawienie podstaw dwóch z nich, mających zasadnicze znaczenie dla osób niepełnosprawnych: administracyjnej i ochrony zdrowia, oraz ich wpływu na sytuację tych osób. Omówiono podział zadań między poszczególne instytucje w zakresie zarządzania działaniami na rzecz osób niepełnosprawnych. W dalszej części przedstawiono, jak przebiega w Województwie Lubuskim realizacja tych zadań, oraz jakie są postulowane kierunki przyszłych działań mających na celu polepszenie sytuacji tej grupy ludności.

Commencing 1st January 1999 the four reforms came into force: the reform of public administration, the reform of education system, the reform of social insurance and the reform of health service system. The elements of two of them having an elementary importance for the disabled have been presented in this dissertation: the administration and the health service reforms and also their influence on the situation of the disabled. Here has also been presented the division of tasks among individual institutions as far as managing the actions in support of the disabled is concerned. Further, it has been shown how the tasks are practically realized on various levels of administration.
