Od wielu lat w środowisku wojskowym prowadzona jest dyskusja o potrzebie i efektach zmian dokonanych w zakresie funkcjonowania wojskowego systemu logistycznego. Nadal pojawiają się krytyczne uwagi o działalności Wojskowego Oddziału Gospodarczego (WOG), których przyczyn doszukuje się w dostosowaniu struktur organizacyjnych do zadań oraz niezgodności przepisów związanych z planowaniem zarówno finansowym jak i rzeczowym. Jednak optymistycznym jest to, że podjęto działania zmierzające do poprawy funkcjonowania systemu logistycznego wojsk, a tym samym dokonania zmian organizacyjnych i strukturalnych, poprawę systemu planowania potrzeb, zmianę instrukcji branżowych dotyczących gospodarki w poszczególnych działach zaopatrzenia, zapewniających właściwą realizację zadań i osiągnięcie poziomu zadawalającego wszystkich uczestników systemu. Śledzenie zachodzących zmian w funkcjonowaniu systemu logistycznego SZ RP, poparte kwerendą dostępnej literatury, jak również pojawiające się słowa krytyki w sferze działalności Wojskowej Jednostki Budżetowej (WJB) stały się podstawą do wszczęcia procesu badawczego.
The establishment of the Military Economic Branch several years ago was intended to contribute to improving the use of the current logistics potential, organizing the structures securing the troops at the tactical level, and as a result, improving the quality of logistics services and reducing the costs of financial and logistics services. This was to create favorable conditions for achieving the training goals of military units and implementing tasks in accordance with their intended purpose, with the assumption that the changes introduced would not deprive commanders of influence in deciding on priorities in the field of logistics and finances. Despite such noble goals, it should be stated that the bodies carrying out the reform in the process of planning and securing the current functioning of military units made mistakes and even negligence. Therefore, for many years of operation of the logistics system, there has been an ongoing discussion in the military community about the validity and effects of changes in the military logistics system. There are still critical comments about the activities of the military economic department, the causes of which, in my opinion, should be sought in the adaptation of organizational structures to the tasks and inconsistency of regulations related to both financial and material planning. It is optimistic that actions have been taken to improve the functioning of the logistics system of the troops, and thus introduce structural and organizational changes, improve the needs planning system, change industry instructions regarding the economy in individual supply departments, ensuring the proper implementation of tasks and achieving a level satisfactory to all system participants. Tracking changes in the functioning of the logistics system of the Polish Armed Forces, supported by the study of available literature, as well as the emerging words of criticism in the area of activity of military budgetary units, became the basis for initiating the research process on the above issues.
