Problemy w zarządzaniu terenami zdegradowanymi w jednostkach samorządu terytorialnego

Artykuł dotyczy szeroko pojętej problematyki rewitalizacji terenów zdegradowanych. Poddano w nim analizie sytuacje prawną, problemy organizacyjne oraz problemy planowania przestrzennego w województwie śląskim. Autorzy stwierdzają, że istnieje wiele przyczyn utrudniających samorządom lokalnym prowadzenie działań zagospodarowania terenów poprzemysłowych i powojskowych. Do najważniejszych można zaliczyć w szczególności: brak przepisów prawnych i procedur realizacyjnych, oraz pełnej inwentaryzacji terenów zdegradowanych działalnością człowieka oraz nieuporządkowane do tej pory kwestie własnościowe nieruchomości.

The paper examines problems associated with management of postindustrial areas in Polish municipalities. The following problems are discussed: the lack of complex legal regulations; planning and organizational problems and financial aspects of the project. Management of postindustrial areas is an important part of the sustainable development system and local governments should realize this. Nevertheless, there are some problems. If we solve them, we can implement complex instruments on the municipal level of management of postindustrial areas.
