Autorzy przedstawiają polityczno-militarne uwarunkowania, w jakich dokonywała się transformacja myśli strategicznej NATO. Uważają, że transformacja ta następowała niejako w marszu transformacja- podczas operacji bałkańskiej oraz w czasie interwencji w Iraku i w Afganistanie. Ukazują problemy, z którymi jeszcze długo trzeba będzie borykać się w procesie jej implementacji do sił zbrojnych.

The article presents political and military conditions for transformation of NATO's strategic thought. In the opinion of the article's writers the transformation accompanied the Balkan operation and interventions in Iraq and Afghanistan. They further show how complex the process of transformation still is and will be in the armed forces.
