Wsparcie rozwoju transportu w Polsce ze środków Unii Europejskiej w latach 2007-2013
Poland, for a dozen or so years, has been receiving financial support from the budget of the EU which is used in different spheres of the social-economic life. The important part of these resources helps the development and the modernization of transport. In the first period, the greatest meaning had the PHARE program and the pre-accessional fund ISPA, and at present, after EU accession - structural funds and the Fund of the Cohesion. How will the financing of the programs recorded in the National Strategy of the Cohesion look in its frames of transport investments (ryc. l)?. The sum of resources provided for the realization of the National Strategy of the Cohesion in the present financial perspective 2007-2013 proceeding from of the budget EU will amount 67,3 milliards euro. The most of all resources are intended to be spent on the realization of aims connected with the infrastructure and the environment (27,8 milliards euro), including transport - 19,1 milliards euro (cf. ryc. 1). Financial resources coming from the EU used on transport will be supplemented with national resources in the amount of approx. 7 milliards euro what will add up to the sum exceeding 26 milliards euro. This will be, in respect of the size of the resources, the greatest investment programme in Poland, which will permit greatly to modernize transport system, adapting it to the level of other West-European countries. Within the framework of of the Operating Program the Infrastructure and the Environment, among transport investments, a special priority will be road investments (cf. ryc. 2). This aim will be financed with 58% of the resources, railway investments will consume 25 %(cf. ryc.3) , the city service-10% and the sea and air transport investments, connected with the safety of traffic – 7%.
