Koszty i korzyści budowy systemu gospodarowania opakowaniami i odpadami opakowaniowymi stosownie do wymagań dyrektyw Unii Europejskiej

W Polsce należy tworzyć system gospodarowania odpadami, w tym odpadami opakowaniowymi, który umożliwiłby z jednej strony przeciwdziałanie ich powstawaniu, z drugiej - gospodarcze wykorzystanie odpadów już powstałych. Podyktowane jest to dynamicznym wzrostem ilości wprowadzanych na rynek polski opakowań, jak i prowadzonym – w procesie integracyjnym - dostosowaniem prawodawstwa polskiego do prawodawstwa Unii Europejskiej (UE). Celem niniejszego artykułu jest przedstawienie bilansu korzyści i kosztów (nakładów), jakie należy ponieść w związku z wdrażaną dyrektywą 94/62/WE z 20 grudnia 1994 roku w sprawie opakowań i odpadów z opakowań.

The adjustment of Polish law to the EU legislation within the scope provided for in the EU Directive 94/62/EC is subject to the creation in Poland of a system of packaging wastes management. The outlays for the construction of said system will be connected with the following activities: - development of legislation ensuring harmonisation with the EU legislation and formulation of ecological policy as regards packaging and packaging wastes; - construction of a national system of recovery and recycling of packaging wastes including the system of selective collection; - hiring of employees on the level of state and self-government administration for the performance of statutory tasks; - educational and informative activities and training; - purchase of hardware and software for the construction of databases. The construction of the system will entail the following charges to each of the links of "packaging chain" in the years 2000-2007: - central budget - 130 million PLN; - gmina budget - 170 million PLN; - manufacturers' contribution in the form of the so-called "packaging fee" (without the costs of creation of the system of selective collection) - 9,847 million PLN plus the costs of construction of the system of selective collection - 940 million PLN (those costs will be transferred to the final consumers). The construction of the system of packaging wastes management will bring concrete benefits, namely new work places (approx. 10780) and the benefits resulting from the reduction of the amount of wastes deposited in landfills.
