Przestrzenno-czasowe zmiany dostępności komunikacyjnej miejskim transportem zbiorowym w Rzeszowie w świetle inwestycji współfinasowanych ze środków UE 2014–2020

W artykule poruszono problem poprawy dostępności miejskim transportem zbiorowym, uznając iż inwestycje infrastrukturalne z perspektyw UE w latach 2007–2013 i 2014–2020 będą jej głównym impulsem. Do prezentacji wyników analizy poprawy dostępności transportem miejski przyjęto dwie daty: rok 2013 jako stan bazowy dla dostępności, uznając iż inwestycje z perspektywy lat 2007–2013 są ukończone, oraz rok 2020 jako stan dostępności transportem miejskim po wykonaniu inwestycji z perspektywy finansowej w latach 2014–2020. Inwestycje infrastrukturalne, na których oparta jest analiza zmiany dostępności transportem miejskim w Rzeszowie, przedstawione zostały w dwóch ekspertyzach dla miast wschodniej Polski. Podstawowym celem opracowania jest sprawdzenie, czy środki z perspektywy UE na lata 2014–2020, które przeznaczone są na poprawę funkcjonowania komunikacji zbiorowej w Rzeszowie, zostaną dobrze wydatkowane. Analiza poprawy dostępności transportu zbiorowego w sposób jednowymiarowy przedstawi zmiany powierzchni izochrony, czasu dojazdu, liczby osób oraz gęstości zaludnienia znajdującej się w izochronach w latach 2013 i 2020.

The article discusses the issue of improvement of urban public transport accessibility, assuming that infrastructure investments of the EU 2007–2013 and 2014–2020 programming periods will be its main stimulator. To present results of analysis of accessibility improvement two critical dates were appointed, 2013 as a reference year for accessibility, when investments of the UE 2007–2013 perspective have been completed and 2020, as anticipated state of public transport accessibility, after completion of the 2014–2020 programming period investments. Infrastructure investments, on which the analysis of changes in the accessibility of public transport in Rzeszów is based, have been presented in two expertises devoted to cities of Eastern Poland. The main objective of the study is to verify if funds of the EU financial perspective for 2014–2020, appropriated for improvement of the functioning of public transport in Rzeszów will be spent effectively. Analysis of improving the accessibility of public transport at an one–dimensional surface changes presents isochrones, arrival time, number of people and density of population located in the isochrones in 2013 and 2020.
