Wartość funkcji rekreacyjnej lasów w Polsce

W niniejszym opracowaniu zostanie przedstawione oszacowanie pieniężnej wartości funkcji rekreacyjnej lasów dla mieszkańców Polski przy użyciu metod z jednej i z drugiej grupy. Nieuwzględnianie pełnej wartości lasów w analizie kosztów i korzyści planowanych inwestycji może prowadzić do podjęcia błędnych decyzji skutkujących zmniejszeniem, zamiast zwiększeniem dobrobytu społeczne-go. Ważne jest więc obliczenie pieniężnych wartości wszystkich efektów danego projektu, a nie tylko tych, które znajdują bezpośrednie odzwierciedlenie w cenach rynkowych.

The value of forests comprises their many functions which can be grouped into three main categories: social, environmental and economic. The recreation func-tion of forests is associated with the first group, i.e. the social function. Indirectly, however, it can also be linked with the two other categories. The gross and the net values of this function for Poland are estimated in this paper by using the contingent valuation method and the travel costs method. The annual gross value of recreation in Polish forests is about ten times greater than the annual revenue from timber. Therefore, omitting the recreation value in cost-benefit analyses associated with evaluating the forest economy may lead to erroneous conclusions. The results obtained in this study differ significantly from the assumptions on the recreation value for Polish forests from several foreign studies, for example, the UNECE/FAO, 2005 report.
