Niniejszy artykuł prezentuje wybrane zagadnienia związane z efektywnością rynku transportu drogowego w UE i Polsce. Prezentuje istotę liberalizmu gospodarczego, a także zagadnienia związane z otoczeniem gospodarczym. Liberalizacja jest procesem, którego przebieg i skutki, w odniesieniu do transportu, zasługują na szczególną uwagę, ma on bowiem na celu zniesienie barier dostępu do wewnętrznych rynków transportowych jako warunków powstania wolnej konkurencji. Narzędziem realizacji tej ideologii w praktyce są regulacje, które mają dostrajać funkcjonowanie podmiotów do przyjętej strategii rozwoju społeczno-gospodarczego. Ponadto artykuł ukazuje szereg zagadnień związanych z regulacjami prawnymi w transporcie drogowym. W końcowej części przedstawia perspektywy rozwojowe dla transportu drogowego w Polsce.
The article presents some selected issues connected with the effectiveness of the road transport market in the EU and Poland. It also determines the essence of economic liberalism and other issues connected with the economic environment. Liberalization is a process which both implementation and effects regarding transport systems are of essential meaning as it is aimed at removing all barriers to accessing internal transport markets and at making it possible for free competition to emerge. In practice, a tool used for implementation of this ideology are legal regulations which are to regulate and legislate operation of all economic subjects in the scope of the approved strategy of socio-economic development. What is more, the article presents also lots of issues regarding legal regulations in road transport. The last part of the article is an analysis of perspectives for the road transport development in Poland.
