Decoupling w sektorze transportu – weryfikacja zjawiska w warunkach spowolnienia wzrostu gospodarczego

Zrównoważenie rozwoju europejskiego systemu transportowego jest wiodącym celem Wspólnej Polityki Transportowej realizowanej przez Unię Europejską. W tym kontekście pojawia się pojęcie decouplingu, czyli zerwania zależności między rozwojem gospodarki i transportu. Celem podjęcia badań opisanych w artykule jest wpisanie doświadczeń związanych z dynamicznym rozwojem transportu w Polsce w okresie transformacji systemowej w dyskusję nad istotą i metodami wdrożenia koncepcji zrównoważonego rozwoju transportu, w tym ideą decouplingu. Dodatkowo zjawisko to jest obserwowane z punktu widzenia spowolnienia gospodarczego lub recesji, które objęły swoim zasięgiem kraje UE od roku 2008. Na tej podstawie stwierdza się, że decoupling nie może być celem samym w sobie i nie jest wystarczającym kryterium decydującym o stopniu zrównoważenia rozwoju transportu. Obecnie to wskaźniki określające poziom zużycia energii przez transport są uznawane, jako lepiej odzwierciedlające stan sektora pod tym kątem.

By the end of last century, a focus on sustainable socio-economic development became a priority of both global and regional economic policies. Alignment of directions for development of European transportation system with principles of sustainable development is also a key objective of Common Transportation Policy run by the European Union. An idea of decoupling has emerged in this context, i.e. breaking up a dependency of economic and transportation developments. It is considered that there is a contradiction between such dependency and the process of sustainable development in transportation. The objective for research described in the article is to make the experience from dynamic development of transportation in Poland a part of discussion on the merit and methodology for implementing the sustainable development in transportation, including the idea of decoupling. As a result, decoupling should not be an objective for the transportation policy. All in all, decreasing dependency of economic development on transportation while maintaining the sector’s share in generating GDP, should be the objective.
