Problem ekologicznej modernizacji rolnictwa w Polsce a kryzys wspólnej polityki rolnej Unii Europejskiej

Sytuacja polskiej wsi i rolnictwa rozpatrywana jest często w kontekście technokratycznej teorii modernizacji w powiązaniu z neoliberalną koncepcją ekonomii. Najczęściej pomijane są problemy ekologiczne i społeczne. Koncepcja technokratycznej modernizacji daje zbyt wąską perspektywę w zakresie transformacji ekologicznej i ekonomicznej. W przyszłości Unia Europejska zajmie się szerzej problemem ekologicznej modernizacji, łącznie z rolnictwem ekologicznym. Staje się prawdopodobna zmiana Wspólnej Polityki Rolnej opartej na wspólnym rynku i ekologizacji rolnictwa. Taka strategia stanowi szansę dla Polski w postaci zintegrowanego i ekologicznego rozwoju i zmniejszeniu negatywnych skutków oddziaływania rolnictwa na przyrodę.

The situation of a village and of agriculture was assessed very often in the context of a technocratic theory of modernization that nowadays connected is with a neoliberal conception of the economy. However, the ecological and social problems were neglected. The conception of technocratic modernization gives us a wider perspective to assess the present process of the ecological and economical transformation of a village. In the future, the European Union will more often than nowadays take into account the demand of ecological modernization, including the organic agriculture. Thus, the radical changes of the Common Agriculture Policy based on the global market and the ecologization of agriculture are more probable. This strategy is a chance for Poland to introduce the integrated and ecological development and to reduce the negative effects on Nature caused by agriculture.
