Currently Polish cities witness many on-going structural changes, which can case major transformation of the form and structure of their downtown areas. These changes - in majority - are considered to have negative impact on the quality of urban space, with the special regard to public spaces. Professionals and city managers seem to observe these problems, and there is a record of attempts leading towards changing of this situation - like records included in the local plants and theoretical works. But the essence of case here is activity of city councils, who have disproportionately small means at their disposal today, equal materially as well as in mental sphere. Accession to European Union can change discussed disparities in both spheres, retrieving some shaken balance, between regulations and creation, in new form of main city area. Methods and procedures should be formed for this new situation with considerably greatest adequate participation of academic environment.These parties should be more involved in the process of urban development so there theory and practice of urban planning - like in restored European tradition of city planning - can work together and in effect produce a higher quality of space.
