Umowy transgraniczne w zakresie transportu kolejowego z państwami nienależącymi do Unii Europejskiej

The experts of the Research Institute for Transport Economics present conclusions concerning "Expert opinio on the scope of the railway communication agreement on the cross-border traffic between the Republic of Poland, as an EU memeber, and the non-member states" prepared for the Ministry of Transport. The analysis concerns legal issues of cross - border transport in the scope of European law, international law and Polish internal legislation. The authors have identified the main problems of the efficient operation of rail cross-border communicacation and proposed possible legal instruments to create new rules, for this transport that would be harmonized with the EU legislation on the liberalized and competitive rail transport market.
