W artykule przedstawiono Dyrektywę 2002/91/EC, dotyczącą charakterystyki energetycznej budynków, mechanizmy egzekwowania wymagań zawartych w Dyrektywie przez kraje UE oraz stan przygotowania odpowiednich norm, ustaw, rozporządzeń określających formę i zakres świadectwa energetycznego.
