Planowanie gospodarki odpadami omówiono na tle polityki ekologicznej i strategii kraju oraz zadań województwa samorządowego, powiatu i gminy. W opracowaniu uwzględniono wszystkie aspekty analizy, tj. bilansowanie, prognozowanie, programowanie i planowanie gospodarki odpadami. W pracy nie uwzględniono uwarunkowań finansowych służących realizacji zamierzonych celów; będzie to przedmiotem odrębnego opracowania. Analizę dotyczącą aspektów planowania gospodarki odpadami ograniczono do odpadów komunalnych.

The study does not deal with financial issues aimed at achieving assumed goals; This will be the subject of another paper. The analysis concerning the aspects of waste management planning was limited to community wastes.
