Implementacja prawa ochrony środowiska w Unii Europejskiej

Jeszcze do niedawna implementacja (wdrażanie) prawa ochrony środowiska była tematem tabu, rzadko podejmowanym w kręgach politycznych. Dziś mówi się oficjalnie o „deficycie" implementacji, przepaści implementacji czyli niezgodności ustaw, regulacji oraz wyników ekologicznych osiągniętych przez poszczególne państwa piętnastki z celami wytyczonymi w dyrektywach. Dopóki wszystkie kraje członkowskie Unii nie będą wdrażać z jednakową siłą i zaangażowaniem acquis communautaire środowisko pozostanie bez ochrony. Temu tematowi poświęcona była trzydniowa konferencja naukowa w duńskim Aarhus, w której uczestniczyła autorka artykułu.

Until relatively recently, the implementation of the European environmental law was a taboo subject, rarely discussed in policy circles. Now it is officially stated there is a "deficit" in the implementation, a "gap" which describe noncompliance of the laws, regulations, ecological outcomes achieved by each of the 15 Member State with goals embodied in particular directives. If the strong acquis communautaires on the environment is not properly implemented and equally enforced in all Member Stated, the environment will remain unprotected. Such was the subject of the three days conference helid in Aarhus (Denmark) at which the author of the article took part. A content of the seminar and literature on this subject are used as groundwork of the publication.
