III Paneuropejski Korytarz Transportowy jest osią aktywacji i rozwoju wielu regionów, budowania skoordynowanej regionalnej i ponadnarodowej polityki transportowej oraz międzynarodowej współpracy w jego obszarze. Stanowi on wartość sama w sobie, która należy odpowiednio wykorzystać, szczególnie w kontekście rozszerzenia UE o naszego wschodniego sąsiada Ukrainę. Na te uwarunkowania nakładają się kierunki polityki transportowej Unii Europejskiej, wspierające rozwój transportu intermodalnego (kombinowanego), gotowej pomóc w budowie rozwiązań systemowych, a także w finansowaniu przedsięwzięć technicznych. Warto zatem rozważyć wszelkie szanse i możliwości, jak i zagrożenia, które na drodze wspólnych działań mogą się pojawić. Istotne jest aby dostrzec wyjątkową szansę jaką stwarzają kolejne inicjatywy zmierzające do rozwoju tego korytarza i umiejętnie je wykorzystać. Stworzona na bazie III Korytarza platforma współpracy powinna doprowadzić do przekształcenia do 2020 roku III korytarza w jedną z najbardziej atrakcyjny i konkurencyjnych osi transportowych i gospodarczych w Europie. Realizacja tego celu wymaga jednak sprecyzowania i synchronizowania wielu elementów, w tym interesów i aspiracji poszczególnych regionów z regionalną, narodową i ponadnarodową polityka transportową, planami rozwoju infrastruktury, a także z istniejącymi planami i strategiami rozwoju regionów Niemiec, Polski i Ukrainy.

The Pan-European Transport Corridor III is an activation and development axis of many regions, building a coordinated regional and transnational transport policy and an international cooperation in the area. It is a value in itself, which should be used, particularly in the context of EU enlargement towards our eastern neighbor Ukraine. These conditions are overlapped by the European Union transport policy which supports the development of intermodal transport (combined transport) and ready to help in building of system solutions, as well as in finansation of technical eneterprises. It is therefore necessary to consider all chances, opportunities and difficulties which could appear on the way of common actions. It is important to percieve this unique opportunity created by new initiatives likewise aimed to develop this corridor and use it skillfully. The collaboration platform developed on the base of the Corridor III should lead to the Corridor III conversion into one of the most attractive and competitive transport as well as economic axes in Europe till 2020. The realisation of this aim demands the clarification and synchronisation of multiple elements, including the interests and aspirations of different regions with regional, national and transnational transport policy as well as with infrastructure development plans and with the existing plans and strategies for development in the regions of Germany, Poland and Ukraine.
