Dostępność portów morskich od strony zaplecza jako czynnik ich konkurencyjności

W artykule omówiono znaczenie dostępności transportowej dla rozwoju portów morskich i poprawy ich konkurencyjności. Stan infrastruktury dostępu do portów morskich jest jednym z kluczowych czynników decydujących o rynkowej pozycji danego portu. Dobrze rozwinięta infrastruktura transportu warunkuje stworzenie szybkich i tanich połączeń pomiędzy portem, a jego zapleczem. Wpływa ona na czas obsługi ładunków w relacjach lądowo-morskich oraz na całkowite koszty transportu. Druga część artykułu dotyczy możliwości poprawy pozycji konkurencyjnej polskich portów, dzięki rozwojowi infrastruktury. Przedstawiono zarówno te projekty sieci TEN-T, których zadaniem jest poprawa dostępu do portów, jak i inicjatywy regionalne stworzenia nowych multimodalnych korytarzy transportowych.

The paper focuses on the role of transport accessibility for seaports' development and their competitiveness. A range of factors can be quoted which determine the competitiveness of seaports and their potential for growth and development. Among them hinterland accessibility plays one of the most important role. Due to the improvement of accessibility to the port from the land side, its attractiveness rises and this may cause the handling of goods to a greater extent. The integration of national transport networks into TEN-T is crucial in case of Polish seaport. They are located on the main transit routes between the North and the South. However, due to the lack of motorways as well as insufficient networks and the poor standard of the roads, the underdeveloped system of combined transport, the lack of logistics centers, and the high degree of deterioration of fixed assets in the ports, the market position of Polish seaports is far from satisfactory. The paper analyses briefly the role which the trans-European transport network (TEN-T) plays for Polish seaports activation.
