Znaczenie polityki spójności w finansowaniu gospodarki wodnej w Wielkopolsce w latach 2004-2013
Celem niniejszego artykułu jest określenie roli unijnej polityki spójności w finansowaniu zadań z zakresu gospodarki wodnej w regionie o trudnych uwarunkowaniach wodnych. Zidentyfikowane zostaną najważniejsze kierunki unijnej interwencji związane z gospodarką wodną. Umożliwi to odpowiedź na pytanie, czy finansowe wsparcie polityki spójności wspiera rozwiązywanie poważnego problemu środowiskowego Wielkopolski, związanego z utrzymującym się, ujemnym bilansem wodnym. Zakres przestrzenny badań obejmuje województwo wielkopolskie, natomiast czasowy lata 2004-2013, co odpowiada dwóm okresom programowania UE, w czasie których Polska była pełnoprawnym członkiem Wspólnoty.
This article aims to analyse the importance of financial resources of cohesion policy in achieving the goals of water management in the region with specific water relations. The negative water balance of the Greater Poland may be a serious development problem in the near future. The solution depends largely on the use of cohesion policy funds. The study analyses the use of EU funds, which leads to the identification of the positive and the negative aspects of EU intervention. An attempt was made to define the role of the cohesion policy in the development of intra-regional cohesion in the scope of water and wastewater management in spatial aspect. The obtained results are the basis of formulating the recommendations for further action in the context of water management in the region.
