Wpływ kosztów związanych z emisją CO2 przez środki transportu samochodowego na koszty przewozu na przykładzie wybranego zadania przewozowego

Transport samochodowy ma ogromne znaczenie w gospodarce zarówno krajowej, jak i międzynarodowej. Ze względu na jego uniwersalność, dostępność i elastyczność stanowi najczęściej wykorzystywaną gałąź transportu. W artykule przedstawiono koszty zewnętrzne wywołane działalnością transportową. Zaprezentowano także koszty realizacji przewozu w podziale na koszty stałe (w większości zależne od czasu realizacji przewozu) oraz koszty zmienne (głównie zależne od przebiegu). Porównano systemy poboru opłat w różnych krajach Unii Europejskiej z uwzględnieniem kryteriów stosowanych przy ustalaniu stawek opłat, ze szczególnym uwzględnieniem aspektu ekologicznego. Zaprezentowano również procedurę obliczania rocznych kosztów realizacji przewozu oraz dokonano obliczeń tych kosztów dla przykładowego zadania przewozowego. Szczególny nacisk położono na koszty związane z emisją CO2 przy różnej strukturze taboru.

The road transport has a great importance in the both domestic and international economy. On account of its versatility, availability and flexibility it constitutes the most often used branch of transport. In the article we described external costs caused by transport activity. We presented also costs of implementation of the transport task divided into fixed costs (largely dependent on the lead time of the transport) and variable costs (mainly dependent on the course). We compared systems of the collection of fees in various countries of the European Union taking into account criteria used to determine fees, with particular reference to the environmental aspect. We also introduced the procedure of calculating annual costs to the completion of the transport as well as we effected calculations of these costs for the model transport task. We paid special attention on costs connected with the CO2 emission at the different structure of transport means.
