Relacje podatność – odporność w aspekcie bezpieczeństwa systemów wodociągowych

Bezpieczeństwo jest pierwszoplanową kategorią funkcjonowania współczesnych systemów zbiorowego zaopatrzenia w wodę (SZZW). Wieloaspektowa analiza bezpieczeństwa wymaga rozpatrzenia pojęć podatności i odporności systemu na zagrożenia. Odporność jest to cecha systemu związana z wrażliwością na zagrożenia a także zdolności ochronne po wystąpieniu zagrożenia. Przez podatność systemu należy rozumieć jego cechę związaną z interakcją na zagrożenia. Ryzyko można zdefiniować jako resztkową podatność po uruchomieniu się mechanizmów związanych z odpornością. W pracy przedstawiono metody matrycowe szacowania podatności i odporności SZZW. Zaproponowano klasyfikację czterech kategorii systemów ze względu na podatność i odporność.

Safety is the prime category of the functioning of modern collective water supply systems (CWSS). The multi-aspect analysis of safety requires consideration of the concepts of vulnerability and resistance of the system to the threats as well as protective abilities after the occurrence of a threat. The vulnerability of the system should be understood as its feature related to the interaction to threats. The risk can be defined as residual vulnerability after the activation of resistance-related mechanisms. The paper presents matrix methods for estimation of vulnerability and resistance of CWSS. The classification of four categories of systems is proposed for vulnerability and resistance.
