Zagrożenia środowiskowe o wymiarze globalnym, regionalnym i lokalnym, dylematy rozwoju cywilizacyjnego i konieczność sprostania wyzwaniom XXI wieku wymagają wprowadzenia do praktyki nowej filozofii i aktywnych metod planowania procesów rozwojowych regionów, powiatów i gmin. W artykule przedstawione zostały nowe generacje planów rozwoju regionalnego i lokalnego określane często w zależności od zakresu i szczegółowości planowania - strategiami, programami i politykami ekorozwoju lub rozwoju zrównoważonego.

The paper presents different approaches to the concept of ecodevelopment in relation to the planning process. The author briefly discusses the activities related with Agenda 21 and the methods of strategic, tactical and operational planning. By means of the aforementioned methods plans, strategies and policies are being developed. There are different strategies for local level and for regional level. At present one of the most important tasks of sustainable development planning, both at local level and at regional level, is the preparation of reports on the discrepancies between the actual situation and the European' Union requirements. Implementation of the sustainable development principle is most advanced at the level of a gmina. In poviats and regions the process has just begun.
