Organizacyjne uwarunkowania zarządzania energią w gminach

W artykule przedstawiono wybrane elementy teoretyczne podstaw tworzenia systemu zarządzania energią w jednostkach publicznych oraz opis zaproponowanego systemu, nazwanego eksperckim, poprzedzony opisem zarządzania energią w organizacji według normy EN-PN 16001:2009.

The article discusses the theoretical basis for the creation of an energy management system at the local level, in the context of the development of a new area of imperatively – organizational activity of municipalities. Selected items of public management theory, systems theory and the basics of creating management systems were indicated. The general outline was discussed with the EN-ISO 16001 standard of Energy Management System. This is a standard build on the concept of Continuous Improvement by E.C. Deming in its construction similar to the standards of quality management and environmental management standards in preperation3, The expert model of the energy management system in the municipality Is described in more detail. It is based on a general model of management. The subject and object management, management tools, and management system – understood as establishing of the system of sovereign authority, the necessary legal institutions and the way the organization unit is responsible for implementation and operation of the system was discussed.
