Dynamiczny rozwój współczesnych miast pociąga za sobą problemy gospodarcze, społeczne, kulturowe i ekologiczne. Typowymi negatyw - nymi zjawiskami w zakresie środowiska naturalnego i społecznego są emisja zanieczyszczeń, hałas, wypadki komunikacyjne oraz kon - gestia. Remedium na te zjawiska jest sprawna obsługa logistyczna mieszkańców. Jest to system organizacji przemieszczeń, który ogra - nicza negatywne zjawiska i jednocześnie zwiększa satysfakcję użyt - kowników z oferowanej im mobilności. Celem artykułu jest analiza efektywnych rozwiązań obsługi logistycznej mieszkańców miast w zakresie transportu szynowego. Kolej stanowi szkielet systemu komunikacyjnego aglomeracji, a jednocześnie jest gałęzią transportu, którą cechują niskie koszty zewnętrzne. W artykule omówiono podstawowe uwarunkowania funkcjonowa nia kolei aglomeracyjnych w Polsce, w tym ich silne i słabe strony, oraz przeanalizowano wykorzystanie lekkiej kolei w obsłudze transportowej mieszkańców wybranych aglomeracji europejskich.

The dynamic development of modern cities entails economic, social, cultural and ecological problems. Pollution emissions, noise, traffic accidents and congestion are typical negative environmental and social phenomena. The effective logistics service of the inhabitants is a remedy to these phenomena. It is a system of transport organization which reduces negative phenomena and at the same time increases satisfaction of users with the mobility offered to them. The aim of this article is the analysis of the effective solutions of logistics services of the urban inhabitants in the field of rail transport. The railway constitutes the backbone of the communication system of the agglomeration, and at the same time it is a branch of transport characterized by low external costs. The article discusses the basic conditions of the functioning of the agglomeration railway in Poland, including the strengths and weaknesses, and analyses the use of light railway in the transport service of the inhabitants of selected European agglomerations.
