Zasady dopuszczania do ruchu pojazdów specjalnych o przeznaczeniu sanitarnym

Ostatnie zmiany w ustawie - Prawo ruchu drogowym oraz zasady stosowania Euro-Norm w zakresie specjalistycznych wymagań technicznych dla pojazdów sanitarnych wymagają analizy i prawno- merytorycznego omówienia. Nowe i zmienione zasady dopuszczania do ruchu tego rodzaju pojazdów z wykorzystaniem procedur homologacyjnych, w zakresie jednostkowego dopuszczenia do ruchu dla pojazdów nowych oraz w wyniku dokonania zmian konstrukcyjnych i wymiany elementów w pojazdach nienowych są często nieodpowiednio stosowane. Celem referatu jest kategoryzacja procedur z jasnym opisem zasad postępowania zgodnie z przepisami. Taki sposób opisania zasad prawidłowej produkcji i adaptacji pojazdów umożliwi przedsiębiorcom i potencjalnym użytkownikom uniknięcie kłopotów podczas rejestracji, okresowych badań technicznych w stacjach kontroli pojazdów oraz podczas kontroli drogowych.

Recent amendments to the Road Traffic Law and the rules for applying the European Standards in the field of specialized technical requirements for the ambulances require analysis as well as legal substantive discussion. The new and amended regulations admitting this type of vehicles to the road operation, using the type-approval procedures, in terms of the national individual approval of new vehicles or as a result of structural modifications and replacement of components in not-new vehicles, are often inadequately applied. The objective of this paper is to categorize the procedures with a clear description of the rules to proceed in accordance with the regulations. This way of describing the principles of proper manufacturing and adaptation of vehicles will enable entrepreneurs and potential users to avoid problems during registration, periodic technical examinations at the vehicle inspection stations and during roadside checks.
