Odzyskiwanie izolowanego personelu

W NATO oraz w SZRP zaczęto przypisywać duże znaczenie problematyce odzyskiwania personelu. Z coraz większym udziałem w misjach sojuszniczych i koalicyjnych poza granicami kraju wiążą się bowiem nowe zagrożenia dla personelu wojskowego. Mowa o uprowadzeniach oraz losowych zaginięciach personelu wojskowego, powodujących sytuacje kryzysowe. NATO i SZRP tworzą więc system odzyskiwania personelu wojskowego i cywilnego, który znalazł się w izolacji. Przekonanie, że nikt nie zostanie pozostawiony w potrzebie powinno stanowić fundamentalną zasadę służby w polskich kontyngentach wojskowych. Aby zrozumieć problematykę odzyskiwania personelu, trzeba poznać podstawowe natowskie pojęcia i definicje oraz ogólne założenia sojuszniczego systemu odzyskiwania izolowanego personelu. NATO and the Polish Armed Forces (PAF) have attributed a great meaning of personnel recovery recently. A participation of the PAF in alliance and coalition's missions generate new threats for military and civilian personnel such as isolation, capture and/or exploitation, which could instigate crisis situations. The isolation, capture and/or exploitation of personnel of the PAF during operations are interested media and could have a significant negative impact on operational security, morale of assigned forces and public support. The Alliance therefore requires a system to recover military and civilian personnel that have become isolated. The universal expectation that we never leave anybody in need should be a fundamental principle strengthening the trust of military and civilian personnel to the structure of state. According to the authors, understanding a personnel recovery issues demands the knowledge of basic definitions, concepts, options and personnel recovery methods as well as general assumptions for the functioning of NATO personnel recovery system. They are describing the origin of national personnel recovery system in the PAF inculding functions or structure.
