Krajowy plan mający na celu zwiększenie liczby budynków o niskim zużyciu energii

Artykuł omawia zawartość i postanowienia krajowego planu promującego wzrost liczby budynków o niskim zużyciu energii stanowiący załącznik do przyjętej dnia 22.06.2015 r. uchwały Rady Ministrów. Dokument ten wypełnia upoważnienia zawartego w art. 39 ust. 3 ustawy o charakterystyce energetycznej budynków, a także wymogu określonego w art. 9 ust. 1 dyrektywy 2010/31/UE w sprawie charakterystyki energetycznej budynków.

The article discusses the contents and provisions of the National Plan to increase the number of low energy buildings, constituting an Annex to Resolution of the Council of Ministers, adopted on 22 June 2015. The document is the realization of the authority stipulated in Article 39(3) of Energy Performance of Buildings Act and the requirement prescribed by Article 9(1) of Directive 2010/31/EU concerning energy performance of buildings. The article characterizes the primary goal and the intermediate objectives related to improvement of energy efficiency of buildings, with the timing for accomplishment of such improvements. It presents the characteristics of actions taken mainly by the Government administration to promote low energy buildings, requirements for design, construction and refurbishment of buildings to ensure higher energy efficiency. The changes of laws affecting energy efficiency of buildings are discussed, along with identification of available finance mechanisms.
