Propozycje zmian ustawowych w procesie inwestycyjnym przedsiębiorców telekomunikacyjnych

Od 2010 roku w Polsce są prowadzone działania, mające na celu wsparcie, rekomendowanie i usystematyzowanie rozwoju usług szerokopasmowych. Czynnikiem inicjującym rekomendacje i zmiany ustawodawcze stała się Europejska Agenda Cyfrowa, w której dostrzeżono znaczenie postępu technologicznego i dążenie społeczeństwa do innowacyjnych technologii. W ślad za opinią środowiska ekspertów wprowadzone zostały regulacje prawne wspierające proces inwestycyjny realizowany przez przedsiębiorców telekomunikacyjnych. W artykule przedstawiono główne ustawowe przywileje przedsiębiorców telekomunikacyjnych w procesie inwestycyjnym, normujące przebieg uzyskiwania pozwoleń i uzgodnień związanych z ulokowaniem infrastruktury telekomunikacyjnej w pasie drogowym.

Since 2010 activitiesin Poland are prosecuted with the target to support, recommend and systematise the development of broadband services. The factor initiating recommendation and legislative changesbecame the Digital Agenda for Europe, who saw the importance of technological advance and the public aim for technological innovations. Following the opinion-forming expert community, legislative regulations were introduced supporting the investment process, by communications service providers. The article presents the main legal privileges of communications service providers in the investment process standarising the course of obtaining permission and agreements attached to locate the telecommunication infrastructure in the vehicular zone.
