Interoperacyjność transportu kolejowego w krajach Unii Europejskiej – wybrane aspekty

W artykule przedstawiono problematykę wdrażania interoperacyjności na sieci kolejowej w Polsce oraz przewidywany wpływ tego procesu na funkcjonowanie i kształt systemu transportu kolejowego. Przedstawiono również główne obszary zmian systemu transportu kolejowego w związku z wprowadzeniem warunków rynkowych, w tym swobodnego przepływu usług i towarów między poszczególnymi państwami członkowskimi UE, jak i przewidywane korzyści i koszty wynikające z działalności podstawowych interesariuszy transportu kolejowego.

Article describes the concept of the interoperability process in Polish rail transport system due to the implementation the interoperability Directive 2008/57/WE. The process of change is conditioned by the decisions of all the stakeholders of the system and the behavior usually does not reduce the existing level of safety. The conclusion of the analysis is to establish the validity of a simulation model that could assist beneficiaries before they decision about the scope of the changes.
