Strategia zarządzania logistyką w aspekcie bezpieczeństwa systemowego

W artykule przedstawiono wybrane strategie zarządzania logistyką z uwzględnieniem kryterium bezpieczeństwa. Szczególny nacisk położono na zilustrowanie systemowego charakteru funkcjonowania logistyki w oparciu o układ fazowy: zaopatrzenie, produkcja, dystrybucja, magazynowanie. W artykule wyeksponowano czynniki wpływające na bezpieczeństwo realizacji procesów logistycznych, biorąc za podstawę ewaluację systemów logistycznych wg wybranych wskaźników produktywności, wydajności oraz efektywności. Wskazano tu na procedurę oceny procesów logistycznych wg kryteriów ekonomicznych w wymiarze ilościowo-jakościowym z uwzględnieniem bazowych strategii zarządzania, takich jak: benchmarking, outsourcing, reengineering oraz X-Engineering. Taki ogląd systemu logistycznego może być podstawą do definiowania zagrożeń oraz identyfikacji warunków bezpieczeństwa. W artykule skoncentrowano się na hipotezie, że bezpieczeństwo procesów logistycznych determinowane jest osiąganiem zamierzonego poziomu niezawodności oraz świadomości potrzeby monitorowania i przeciwdziałania ryzyku rozumianemu jako prawdopodobieństwo obniżenia wartości systemu.

The article presents some strategies for logistics management, taking into account safety criterion. Particular emphasis is given to illustrate the systemic nature of the logistics system based on following phases: supply, production, distribution, storage. The article exposed the safety factors in logistics processes, taking as a basis for evaluation the productivity, efficiency and effectiveness gauges. To this end a procedure for the assessment of logistics process was created - based on the economic criteria - quantitative and qualitative. The assessment of global logistics system was carried out in relation to the underlying management strategy, namely: benchmarking, outsourcing, reengineering and X-Engineering. That was the basis for defining the risks and the safety of their applicability. Article confirms that the security of logistics processes is determined by the achievement of the desired level of reliability and the emergence of a series of events resulting from human intervention or spontaneous social hardship.
