W artykule opisano i przeanalizowano funkcjonowanie Systemu Białych Certyfikatów (SBC) w Polsce. Zdefiniowano SBC oraz przedstawiono jego pożądane cechy oraz cele, które mogą być osiągnięte w wyniku działania SBC. Przedstawiono podstawowe zagadnienia, które należy uwzględnić przy konstruowaniu SBC w Polsce oraz analizę jego dotychczasowego działania. Ponadto przedstawiono powiązania i uwarunkowania prawne SBC w Polsce oraz ocenę funkcjonowania SBC w formie analizy SWOT. Przeanalizowano wyniki pierwszego przetargu zorganizowanego w SBC w Polsce. Zaproponowano liczne zmiany SBC oraz przedstawiono wnioski.

Description and thorough analysis of functioning of the White Certificate System (WCS) in Poland have been provided. The SBC has been defined and the required features of the WCS presented, as well as the objectives to be reached by the deployment of the WCS. Fundamental issues to be taken into account when designing the SWC have been listed. The SWC functioning in Poland has been described and its operation up to day has been analysed. Legal framework of the WCS operation in Poland has been outlined. SWOT analysis for the Polish WCS has been provided. Analysis of the first tender for the White Certificates has been analysed. Numerous improvements for the WCS have been proposed. Final conclusions on the future functioning of the WCS have been presented.
