Zarządzanie programem modernizacji technicznej Marynarki Wojennej RP a konsolidacja polskiego przemysłu stoczniowego

Umiejętność zarządzania portfelem projektów jest szczególnie istotna przy realizacji przedsięwzięć o znaczeniu strategicznym dla państwa, branży czy sektora gospodarki. Dlatego też istotnym jest przyjęcie właściwej metodyki postępowania oraz dobór właściwej kadry posiadającej odpowiednie wykształcenie i doświadczenie w tym zakresie. Prezentowany artykuł odnosi się do jednego z programów modernizacyjnych Sił Zbrojnych RP tj. do Programu ,,Zwalczanie zagrożeń na morzu’’. Program ten jest istotny, gdyż wiąże się z problemem reindustrializacji oraz unowocześnienia i konsolidacji krajowego przemysłu stoczniowego, jako istotnego kontrybutora tego programu. Analizując dotychczasowe rezultaty nie można stwierdzić aby był on realizowany zgodnie z dobrymi praktykami w zakresie zarządzania projektami. Dlatego też zaproponowano wstępną koncepcję zarządzania takim przedsięwzięciem, która ze względu na złożoność rozpatrywanego problemu oddaje tylko pewien zarys prawidłowego jego rozwiązania.

The skills how to manage the portfolio of projects is very important when the strategic goals should be achieved at the state, branch or enterprise level. That is why the accurate methodology and the well qualified engineering and management personnel are required. The paper is referring to the program of Polish Navy modernisation process. The program is very important because it is also related to the process of the Polish shipbuilding industry consolidation, modernisation and renovation issues. The Polish industry is planned to play the essential role in the PL Navy modernisation program. After analysis of current results of the program, we can state that it is not conducted with the best practise of the projects management methodologies. The pre-concept of the program management has been proposed taking into account the complexity of the problems under consideration. Due to the complexity the paper gives only the outlet of the proper execution of the program.
