Techniczne i prawne aspekty finansowania rozwoju energetyki odnawialnej w Polsce

Artykuł obejmuje przegląd aktualnych zagadnień dotyczących polityki proekologicznej Polski na tle Unii Europejskiej w aspekcie zrównoważonego rozwoju, zagadnień prawnych związanych z energetyką odnawialną oraz mechanizmów wspierających OZE. Publikacja ma za zadanie ułatwić zainteresowanym osobom (w tym: potencjalnym inwestorom) uporządkowanie wiedzy nt. źródeł finansowego wsparcia przedsięwzięć związanych z odnawialnymi źródłami energii (OZE), poprzez przekrojowe przedstawienie podstawowych informacji nt. instrumentów finansowych już istniejących oraz planowanych do wdrożenia w Polsce w tym obszarze. Pod pojęciem „odnawialne źródła energii” kryje się wiele bardzo różnych rozwiązań – od kolektora słonecznego lub pompy ciepła w budynku jednorodzinnym, po wielomegawatowe farmy wiatrowe lub elektrownie wodne. Znalezienie właściwego źródła finansowego wsparcia dla przedsięwzięcia związanego z OZE nie jest łatwe. Publikacja omawia różne mechanizmy wsparcia środków finansowych pochodzących ze źródeł krajowych (NFOSiGW, BOŚ, BGK, ARR) lub zagranicznych (Program Operacyjny Infrastruktura i Środowisko, fundusze norweskie, program szwajcarski), które mogą być przyznawane na szczeblu centralnym (NFOŚiGW, ARiMR) lub regionalnym (wfośigw, Regionalne Programy Operacyjne, Program Rozwoju Obszarów Wiejskich) w różnych formach: dotacji, kredytu, pożyczki, dopłaty do oprocentowania lub kapitału kredytu itd.

The paper presents an overview of the current issues concerning Polish environmental policy when compared with this of the European Union in terms of sustainable development, legal issues related to renewable energy and support mechanisms for RES. Renewable energy sources are very important issue in the environmental protection, prevention of climate change and thediversification of energy sources. The renewable sources of energy include: solar power, wind energy, geothermal energy, biomass and hydropower as well as parts of municipal and industrial waste, which are suitable for processing power. The article discusses the legal basis and operations of renewable energy market, support systems of RES market and elements of risk. Furthermore, the study also includes analysis of various sources of financing options for the development of renewable energy in Poland. The author present assessment the role of education in increasing environmental awareness of society and describe model educational ecological project promoting renewable energy among students. The need for alternative energy is on the rise. Incentives for providing these resources are also multiplying. Over the last several years, substantial growth has been enjoyed by the green renewable energy project development industry. Funding European programs for financing wind farms, biodiesel/ethanol plants, solar power, hydro and more has been crucial in the ongoing development of these facilities. 100% programs including Debt and Equity, Joint Ventures and Partnership are popular methods of getting developments out of the ground, operational and This growth is anticipated to continue and phenomenally increase in the years to follow in response to the global warming threat and the current power situation in the EU and the world. The growth of financing green renewable energy development project funding will also be required in the EU as well as in Poland. Debt and Equity opportunities will abound in the years to come for these timely endeavors. With the ever increasing numbers of credible developers with established relationships with the investor/lender community, the improving credit ratings of countless power purchasers and off takers along with the increasingly favorable tax regulation incentivizing environmentally beneficial power production, more green project financing for funding renewable energy developments can be anticipated.
