One of the more important goals for the state is securing for its citizens social security net within an established safety sphere. In the article the author describes different danger levels and situations (both internal and external) when a given individual or social group may feel that their safety net is broken. Since it is the states responsibility to respond to citizen's needs, it is in its domain to turn for the necessary instruments providing safety improvements of the social sphere.
