Water Management in Poland

This paper presents the current situation in Polish water resources management. Discussed here are measures taken by the Ministry of Environment to introduce a new water law, as well as reforms of water management in Poland. The state of water resources in Poland are described, and the actions needed to improve this situation, taking into account possible climate changes and their impact on the use of water resources. Critically referred to is the introduction by the Ministry of Environment of charges for water abstraction by hydro power plants, and adverse effects for the energy and water management sectors are discussed.

W artykule przedstawiono obecną sytuację w polskiej gospodarce wodnej. Omówiono podejmowane przez Ministerstwo Środowiska działania dotyczące wprowadzenia nowego prawa wodnego, jak również reformy zarządzania gospodarką wodną w Polsce. Opisano stan zasobów wodnych w Polsce oraz działania potrzebne do poprawy tej sytuacji, uwzględniając możliwe zmiany klimatyczne i ich wpływ na wykorzystanie zasobów wodnych. Odniesiono się krytycznie do wprowadzenia przez Ministerstwo Środowiska opłat za pobór wody przez elektrownie wodne, jak również opisano negatywne skutki, jakie to może przynieść energetyce i gospodarce wodnej.
