The author emphasize in his article that in modern public administration, despite its constantly improvement, a number of dysfunctions are identified. These include: inadequate information about the facts or the law given to citizens, incorrect decisions, irrational management of public funds, improper selection of the office’s personnel, as well as inefficient and inadequate supervision and control, exercised over the public administration. Several of these anomalies can be found in the work of the Head of Public Registry Office and in the work of controlling authorities. Those dysfunctions and irregularities are closely related. For example inappropriate selection of personnel entails misinform the citizens. The first insufficiency can be effectively neutralized by increasing competence requirements for employees of those offices. This would also entail de-politicization trend and reduce the phenomenon of nepotism. The author also noticed, that the higher demands on office’s personnel would not only raise the level of administrative work, but also cause positive reception of administration organs by the average citizen. Finally, it should be stressed, that a better and more transparent selection of personnel, should also include the inspection bodies monitoring the public administration. That way could be ensured a more objective, reliable and efficient control over them. The author points out that currently existing dysfunctions in public administration, should be eliminated as soon as possible, which is not only in the interest of the state itself, but primarily the state as a collectivity of citizens.
