Approaches and methods of forming and analysis of indicators and indices of evaluation processes to ensure national development, which are based on indicators of sustainable development and national security are considered. It is choosen resource-based approach as a basis for the description and analysis of different resources, which owns some initial social, ecological and economic system at the regional level. The same approach is proposed to determine the properties of selected resources and modeling of all processes. The approach is based on the selection the list of resources, determining their relative volumes, which are formed as the relation of volume of resources in a given region of the country to the total national volume. Further there are defined aggregated evaluations determined by categories and types of resources, which matched their quality assessment and weights.
