Implementacja Programu „Small Business Act” dla Europy w Polsce w latach 2008-2015

Celem artykułu jest ocena implementacji Programu Small Business Act dla Europy (SBA) w Polsce w latach 2008-2015. Podjęta zostanie próba znalezienia odpowiedzi na pytanie badawcze: Czy w Polsce widoczny jest postęp w procesie implementacji zasad zawartych w Programie Small Business Act dla Europy? W tym celu wykorzystane zostaną następujące metody badawcze: analiza dokumentów źródłowych tj.: akty prawne i dokumenty Wspólnoty oraz omówienie wtórnych danych statystycznych prezentowanych przez Komisję Europejską w celu oceny procesu implementacji zasad SBA w UE. Zadania badawcze podjęte w artykule obejmują: analizę SBA wraz z jego zasadami; przedstawienie profilu krajów UE oraz ocenę postępu implementacji SBA w Polsce w latach 2008-2015. Analiza wtórnych danych statystycznych wskazuje, iż proces wdrażania zasad SBA jest zróżnicowany w krajach członkowskich. Najsprawniejszy proces odnotowuje Irlandia i Estonia, natomiast kraje o najmniej sprawnym procesie to Włochy, Polska i Hiszpania. W latach 2008-2015 profil SBA Polski systematycznie się poprawiał, jednak pozostawał nierówny i nierównomierny.

The aim of the paper is the assessment of the implementation of the Small Business Act for Europe in Poland over the period 2008-2015. This study will attempt to answer the following question: Is there observed a significant progress in the process of implementation of the SBA principles in Poland? In order to solve the research problems, the following research methods will be used: analysis of the legal acts and the EU strategic documents and presentation of the secondary data based on the European Commission database assessing the SBA principles implementation progress (SBA profile). The tasks of the paper are the following: analysis of the SBA principles; implementation of the SBA in the EU and assessment of the implementation of the SBA in Poland over the period 2008-2015. Analysis of the secondary data shows the high level of differentiation among the EU countries. The best countries, where this process is the most dynamic are Ireland and Estonia. The most negative situation concerns Poland, Italy and Spain. The profile of SBA implementation in Poland was systematically and permanently improved over the period 2008-2015.
