Opinia prawna dotycząca przedstawionego przez Prezydium Sejmu projektu uchwały w sprawie zmiany Regulaminu Sejmu Rzeczypospolitej Polskiej (druk nr 389)
The article is focused on the amendments to the parliamentary stage of the legislative procedure introduced in the Polish constitutional order because of the implementation of the so-called milestones laid down within the framework of the Recovery and Resilience Facility, established by Regulation (EU) 2021/241 of the European Parliament and of the Council of 12 February 2021. The author analyses the provisions regulating the legislative procedure added by the amendment to the Standing Orders of the Sejm Regulations of 26 July 2024 and aimed at improving the quality of legislation and strengthening the participation of citizens in the law-making process. The author concludes that, despite certain shortcomings, the amendments to the Standing Orders of the Sejm of the Republic of Poland meet the requirements resulting from the standards set out within the framework of the Recovery and Resilience Facility. Their content and nature make it possible to find this amendment to the Standing Orders of the Sejm of the Republic of Poland to be one of the most significant amendments to the legislative procedure under the Constitution of the Republic of Poland of 2 April 1997.
