Strategia wyjścia Polski z procedury nadmiernego deficytu

Sformułowanie kryteriów konwergencji nominalnej w Traktacie ustanawiającym Unię Europejską było podyktowane potrzebą zbadania stopnia spójności gospodarek krajów członkowskich. Kryteria te pozwalały na weryfikację ich gotowości do uczestnictwa w unii walutowej. Polska uczestniczy w III etapie Unii Gospodarczej i Walutowej na prawach państwa z derogacją, lecz nie zwalnia to naszego kraju z wypełniania kryterium fiskalnego. Przekroczenie referencyjnego poziomu deficytu sektora general government spowodowało podjęcie w 2009 r. przez KE procedury nadmiernego deficytu (EDP) wobec naszego kraju. Odpowiedzią na to wyzwanie był rządowy plan konsolidacji finansów publicznych. Po reformie OFE istnieją szanse wyjścia z procedury nadmiernego deficytu w planowanym terminie. Jednak trwała poprawa stanu finansów publicznych wymaga odejścia od doktryny neoliberalnej na rzecz interwencjonizmu państwowego.

The formulation of the nominal convergence criteria in the Treaty establishing the European Union was dictated by the need to examine the degree of consistency in the economies of Member States. These criteria enabled verification of their readiness to participate in the Monetary Union. In particular, establishment of the fiscal criterion was aimed to impose financial discipline. Poland participates in the third stage of Economic and Monetary Union on the rights of the State with a derogation, however, it does not exempt our country from fulfilling the fiscal criterion. Exceeding the reference level of the general government sector’s deficit triggered EC’s initialization of Excessive Deficit Procedure (EDP) against our country in 2009. The answer to this challenge was the government's plan to consolidate public finances. After the reform of open pension funds we can expect decision to close Excessive Deficit Procedure. at planned time. However, the sustained improvement of public finances requires a departure from the neoliberal doctrine in favor of state intervention.
