Expropriation is an instrument which may be useful for a public authority to achieve public purposes. Building transmission devices will always be a realization of such a purpose. This article focuses on the catalog of rights which may be used by the owner of a property during an investment process. For example, such an instrument as an appeal must be provided for in the course of administrative procedure, in particular when ownership or possession is affected by an expropriatory act. However, the need to provide for efficient investment process requires that regulations governing the process need to be conclusive, especially when proceedings conducted before a public administration consist of two instances. Hence, there is a need to assess how the Act of July 24, 2015, on preparation and execution of strategic investments in the field of transmission systems implement those assumptions.
