Rola Centrum Analiz Strategicznych Kancelarii Prezesa Rady Ministrów w procesie legislacyjnym i optymalizacji procesów decydowania rządowego

The aim of the article is to reconstruct the role and position of the Center for Strategic Analysis of the Chancellery of the Prime Minister in the legislative process. The analysis covers institutional and legal, as well as historical, conditions. Additionally, the text cites empirical data on CAS's participation in the legislative process. Source data of the Chancellery of the Prime Minister concerning the employment structure was also used. The article presents the activities of the Government Center for Strategic Studies in 1997-2006 and outlines the political and praxeological premises for establishing the Center for Strategic Analyses in 2018. The legal basis for the functioning of this structure was also analyzed and the tasks and competences of CAS were recalled. An important part of the article are considerations regarding the participation of CAS in the legislative process. In the light of the planned changes, an analysis was also made of the government draft act amending the act on government administration departments. The text ends with a summary containing modernization proposals related to the development of the government's professional analytical facilities.
