Polska odpowiedź na pandemię COVID-19 – implikacje dla systemu politycznego oraz praw i wolności obywatelskich

The article aims to outline the implications of the COVID-19 pandemic for the Polish political system. The author also presented the impact of the pandemic on civil rights and freedoms, which are crucial for the functioning of democratic systems. An attempt was made to answer the research questions of whether the actions taken by the Polish public authorities to counteract the COVID-19 pandemic influenced the shape of the Polish political system, and whether they interfered with civil rights and freedoms. The author shows that the pandemic in Poland contributed to the strengthening of the executive at the expense of other authorities and that it was an opportunity to restrict civil rights and freedoms by public authorities. The article analyses legislative solutions, academic texts, and online sources.

Celem artykułu jest zarysowanie problematyki implikacji pandemii COVID-19 dla polskiego systemu politycznego. Autor przedstawił również wpływ pandemii na zakres praw i wolności obywatelskich, kluczowych dla funkcjonowania systemów demokratycznych. Próbowano odpowiedzieć na następujące pytania badawcze: czy działania podejmowane przez polskie władze publiczne, mające na celu przeciwdziałanie pandemii COVID-19, wpłynęły na kształt polskiego systemu politycznego oraz czy ingerowały w zakres przedmiotowy i podmiotowy praw i wolności obywatelskich? Wykazano, że pandemia w Polsce przyczyniła się do umocnienia egzekutywy kosztem innych władz oraz że była okazją do ograniczania praw i wolności obywatelskich przez władze publiczne. W artykule dokonano analizy rozwiązań legislacyjnych oraz przeglądu tekstów naukowych i źródeł internetowych.
